New commands added:
------------------

1. GT_ATTMOVE : (Block Tools - Move attributes): The GT_ATTMOVE command moves a single picked attribute to a new location.

2. GT_ATTROTATE : (Block Tools - Rotate attributes): The GT_ATTROTATE command rotates a single picked attribute about its insertion point.

3. GT_ATTUPRIGHT : (Block Tools - Make attribute upright): The GT_ATTUPRIGHT command rotates a single picked attribute about its insertion point, making it readable by rotating it by 180 degrees if its rotation angle is between 90 and 270 degrees.

Bug fixed:
----------

In the GT_BLKEDIT command, the SlideX and SlideY options were not working correctly when the text had middle and right justifications. This has been corrected.
