GeoTools v 5.22

1. New command added - GT_PL23DFACE (Polyline Tools / Conversion Tools) - The GT_PL23DFACE command is used to create 3dface objects from a 3-sided or 4-sided polyline. Both 2d or 3d polylines can be used but only 3 or 4-sided polylines are processed. The rest are ignored.
