GeoTools v 5.17

1. New command added - GT_LINPOLY (Polyline Tools - Draw linear polylines from arced polylines): The GT_LINPOLY command is a quick tools to create a linear polyline from arced polyline. It does not replace the arced segment with linear approximations (that is done by the GT_PLARC2PL command) but instead simply draws a polyline joining all the vertices of the source polyline with straight line. So, the arc part will just get replaced with a straight line segment passing through the two end points of the arc. Not sure where you might find a use for such a tool but I have come across this need several times in mapping and surveying tasks and though this would be a useful add.

2. The GT_TAGEXT (Extract block attributes tags into ASCII tect file) is now script-enabled and now can be run in un-attendded script mode.
